[TBC] Molten Shields (mage fire talent)

What is the bug?
The fourth tier mage fire talent Molten Shields isn't working as it should.
Is it a spell or database issue? (database relates to any NPC, quest or item)
Spell.
How can you reproduce it?
Have someone spam spells/ranged attacks at me while specced in the mentioned talent with Molten Armor active.
Please describe, in detail what is suppose to occur when this bug happens:
Fairly straight forward. If I'm specced in Molten Shields then spells and ranged attacks are supposed to do fire dmg to whoever is shooting/casting. In addition this will indirectly make more Impact proccs possible, and also make The Lightning Capacitor way more viable for the elementalist specc.
Please describe, in detail what happens when it bugs up, and how it's malfunctioning:

The underlined part of the quote isn't working.Causes your Fire Ward to have a 10/20% chance to reflect Fire spells while active. In addition, your Molten Armor has a 50/100% chance to affect ranged and spell attacks.
