Currently every single application of it scales with 17% spell damage. As it stacks up to 5 times, you probably can guess how bugged that is.
With 900 spell damage you add 153 damage (every 3 seconds) on every tick for 183 damage. Multiply that with 5 and you get 916 damage ticks (now add Sanctity Aura, Avenging Wrath, Judgement of the Crusader for lolmode).
Even though the 17% modifier sounds correct, it should be split evenly among the 5 stacks, so you actually only profit from 3.4% spell damage/tick/application.
If you don't think that's correct, let me just post the number 425% there, as that's the coefficient from SoV with 5 stacks on it's full duration at the moment. Seriously, it should be at 85% (full duration/5 stacks).

Mine ticks for 1300ish without anything up, 1900 if I pop cooldowns. I just can't stack it on anything other than a target dummy and even on that it keeps falling off all the time so sadly I'm not really getting any use out of it.
Edit: another bug with Seal of Vengeance is that every time the dot is applied or refreshed it resets the tick timer. It's not that big of a deal while stacking it up but if you do manage to stack it up and you're trying to keep it going - a few procs in a row (doesn't have to be in a row if you're using fast weapon) can delay the damage ticks for a long time.
