Shard of Azzinoth Proc Rate (TBC)

Hello I recently picked up my favorite dagger Shard of Azzinoth http://www.wowhead.com/item=32471 I was disheartened to find out the proc rate was very low compared to how it was on retail, which is a big shame for me.
I thought I would put it here so maybe you can look into it. Sometimes it wont proc for an entire BG, I used to have it on official and it would proc every fight nearly.

I am sure there are plenty of bigger problems to fix but as i noticed it seems not to work correctly and id imagine changing a proc rate to not be difficult, I thought i would post.

UPDATE

The proc seems perfect now after the few restarts today but now they don't attack, Not sure if its in the process of being fixed but thought I would update.

Also the elemental spawned by it seemed to be hitting for 1 when I last tested it.
