Gag Order not efect

Talent Warrior Prot= Gag Order

This talent can silence target for 3 sec in Shield Bash or Heroic Trow..but not efect .. not silence target

I reproducer this.

please resolve this problem.. im try make a character like a Swiflty Prot Warrior. .but this talent buged its frustred..^^
