Netherweave Nets Bugged

What server is this on? Wrath or TBC: TBC
What is the bug: The item "Netherweave Net" from tailoring does not work at all. I'll activate the net on any given enemy target (player or mob) and it will use the cooldown and the animation for throwing the net but no net ever appears to trap the target.
Is it a spell or database issue: Spell Issue
How can you reproduce it: Don't understand this one...?
Please describe, in detail what is suppose to occur when this bug happens: A net is supposed to trap the target for 3 seconds. It works much like the Gnomish Net-o Projector (which works fine, by the way).
Please describe, in detail what happens when it bugs up, and how it's malfunctioning: It simply does not perform the spell. The cooldown is used up (1 minute) and an animation is done, but no net ever appears.
