[Wrath] Druids talent ''Omen of Clarity'' bug.

What is the bug?

Is it a spell or database issue? (database relates to any NPC, quest or item)

How can you reproduce it?
By attacking, and procing the talent.
Please describe, in detail what is suppose to occur when this bug happens:
You cant ''spend'' the proc'.
Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
The talant supposbly proc's, but while your in cat form it cant be ''spent'' (meaning it doesnt reduce energy cost of any attack) and you just wait for it to tick out or use it for healing spell :/
EDIT: Re-checked, you cant even spend it while casting any healing spells. GF talent.
Comment: I've been fighting for this to get fixed for a long time now, even while this server was still pineapple. And i would like to see it get fixed, cause it really improves feral druids DPS as 1 energy free Shred like every 20-30 secs. (It's supposed to proc around 2-3 times a minute :/) is extra 13-18k dmg per minute, which increases Feral druids capability to put a healer down.
