What server is this on? Wrath or TBC?
Wrath.

What is the bug?
A talent that does not work.

Is it a spell or database issue? (database relates to any NPC, quest or item)
Spell issue. (Shaman Spell, http://www.wowhead.com/spell=51470/elemental-oath )

How can you reproduce it?
I "reproduce" it by constantly critting with spells and still not get any buffs, damage increase(10%) and 5% crit increase (the buff).

Please describe, in detail what is suppose to occur when this bug happens:
I cast a any elemental shaman spell at the enemy, I crit (a lot) and I'm not getting the buff that is suppose to give me and my party 5% increased spell crit chance. I also don't benefit anything from the "10% more spell damage while in Clearcast.
[ This is a lot of damage lost :< ]

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
I don't get the 10% spell damage increase when I got Clearcast and I and my party doesn't get the 5% increased critical chance buff.

I'd really appreciate if this could be fixed as soon as you got time ;) As it's playing a big role for us who try to play Elemental Shamans well ;)

As of patch 3.3.3 this talent is supposed to be passive, constantly giving 5% crit chance. The same applies to enha shaman talent which increases attack power by 10%. None of them work.

+10% AP from Enhance does actually work, the buff is invisible, so it ain't displayed on yourself or your party members, make an Enhance Shaman and let a friend be another melee class, invite him to the group, learn the talent, let him walk away and come back closer. (Take some distance ofcourse) His AP will raise and drop depending on how close he is, but there ain't a buff shown.
