Game breaking bug: Frostbite

What is the bug? Frostbite, the 2nd row talent in the frost tree.

Is it a spell or database issue? (database relates to any NPC, quest or item) Spell.

How can you reproduce it? Reproduce it? I dunno, it should freeze (like frost nova) an enemy for 5 seconds, at a 15% chance of your chill effects.

Please describe, in detail what is suppose to occur when this bug happens: When you use a chill effect (example: frostbolt and Cone of Cold) it should have a 15% chance of freezing the enemy in place for 5 seconds.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning: Simple: Its not working.
