Priests racial spells

What is the bug?
Priests are unable to get there racial spells such as chatise, yet devouring plague and touch of weakness are available.....
Is it a spell or database issue? (database relates to any NPC, quest or item)
Yes i believe it's a DB problem for, trainers don't offer there racials to any ally.
How can you reproduce it?
