This guy covers even more of it, indeed. Ferals are a good example of how shitty rng is in tbc when it comes to specific aura resists. So when for example Shadowfury is cast on a feral, it has quite a damn good chance of resisting it. Exactly same thing would go for Howl of Terror, since it's both an aoe and a fear.
From the top of my head, the resist/miss chance talents/metas/enchants that are available are fear, stun, snare/root, disorient, charm, aoe, spell, curse, disease, melee/range and silence/interrupt. Most targets will have at least one of these, and some targets a few. Ferals were taken as an example. Then you have priests who have Unbreakable Will, a talents that gives them fear, stun and silence resistance all in one. Holy paladins could (if they pick all the talents along the way) have stun, fear, disorient, curse and disease resistance. There are of course more examples, but I think you get it.
