Missing effect in a result of using a specific spell

Please describe, in detail, what is suppose to occur when this bug happens:
After you get ported to the supposed zones, there is a small chance for a debuff to occure. One of those debuffs is http://www.wowhead.com/spell=36895/tran ... alfunction
Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
Right now there are alot of those debuffs missing, including http://www.wowhead.com/spell=36895/tran ... alfunction
Evidence providing proof of bug:
Tested it over 50 times with both trinkets.

They are correctly implemented. There a 7 debuffs that can be applied at the target.

(Closed and moved because working like intended.)
