Rogues talent ruthlessness

What is the bug?
rogues talent from assassination tree called "ruthlessness" isnt working

What kind of bug is it? (Quest, Class, Spell, PvE) class talent spell

How can you reproduce it?
Try with a rogue , build 1 combo point and use any finish move, the bonus combo point that is supposed to be provided after a finish move never happens to be provided

Please describe, in detail, what is suppose to occur when this bug happens:
what is supposed to happen is that you should get an extra Combo point with a chance of 60% when you make any finish move.

Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
nothing happens instead of having an extra combo point.

Evidence providing proof of bug:
i could screen it but it wouldnt proof anything since its a proc, but its pretty easy to verify with any rogue.
