Seal Twisting still not working properly

Switching seals between Seal of command and seal of blood at the right timing.

Seal of blood should proc with the dmg of seal of command after the white dmg.

Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
No dmg from seal of blood.

Evidence providing proof of bug:
I was the one who helped Exsurgo testing the timing of Seal Twisting on the GM test server about half year ago. The proof right now, is that it won't work anymore.

Fixed.

All spells have now their correct delay. Many new spells have a delay now.
