I have tested this out a little bit, and I can't find confirmation that negative haste modifiers should not affect the GCD.
I always assumed that they were not supposed to, but now I am unsure.
Currently the GCD is capped at a maximum of 1500. There should be a minimum limit of 1000, although I noticed currently this has not been implemented (I will add it).
I did some tests and changed the code so that the GCD will only be affected by positive cast speed modifiers, but strangely although this worked in the core (from debug info output), client side it made no difference, i.e my mage with 40% haste still had there GCD reduced to ~1500 with Mind Numbing Poison applied.
It could be possible that this GCD is handled and hard-coded client side (we do additional checks server side to prevent GCD hacks).
I am currently on the lookout for some sources that confirm my original opinion that the GCD should not be affected my slows.
Anyone got a video for confirmation that they could link?
