Unable to make Goblin Sapper Charge

Hi can you add this to the engineering mats vendor please or allow the bomb to be made. I have the mats and I can make it but when I click create item it says "that spell is not available to you", a bug? Or maybe it was disabled years ago?

Probably locked on purpose because of spell damage scaling.

I don't remember, it was well over a year ago that we disabled it. Deems might remember. Might have been FPS problems or something.
