Netherdrake Exalted Quest - "Lord Illidan Stormrage"

How can you reproduce it?
Attain exalted with the faction Netherwing, then accept the quest that leads to this "Bow to the Highlord" (http://www.wowhead.com/quest=11107)

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
The event is not scripted properly. While Illidan places the debuff on you, he and the Overlord do not have the proper script. Illidan instead reads a script from the Caverns of Time. Once the debuff expires, the goblin does not transform into a Netherdrake to escort you to Shattrath. Futhermore, once you go to Shattrath on your own, you cannot turn in the quest.
