What is the bug?

It's a bug with http://www.wowhead.com/item=32496

Is it a spell or database issue? (database relates to any NPC, quest or item)

Suppose it's a database issue(?)

How can you reproduce it?

By equipping memento of tyrande on for example a druid and using instant casts, then comparing it to you spamming regrowth.

With regrowth spam, it'll eventually proc. Not with instants. Never.

Please describe, in detail what is suppose to occur when this bug happens:

It's supposed to proc the mana regen buff no matter what spell you cast, instant or not. Now it only procs of spells with a cast time.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:

It doesn't proc off instant cast spells. Makes a potentially great trinket somewhat useless.
