If you look at the picture he seems to be only displaying spells with a cooldown, and hiding everything else. Thats why theres only two bars on display - you really don't need to display all the useless icons on your screen, they just take unnecessary space.

Edit 2: And if you type /ib hidden, you'll hide your interruptbar while a cd is off timer, to only show it when it's used and counting down. Like this.
