The avarage and the "most popular" are different things.
For example, we got a server with a population of 10 people, with age of 11, 12 , 14, 11, 10, 17 ,11, 12, 21, 59 . The avarage age would be 18. While the most population is below 15. That's how your avarage age of 28 years has been calculated.
