Oh Evolve. 7 years later, and you still don't understand simple game mechanics.
The reason your dispels get resisted isn't because you're missing hit, but because the enemy pala has a talent for 30% dispel resistance.
Resistance talents CAN NOT BE NEGATED IN ANY WAY WHATSOEVER.

The only thing you can negate with spell penetration are school resistances, like shadow resistance.
At the same time, resists from such a thing aren't affected by hit rating at all.
But to answer the question, the shadow talent is actually worded incorrectly. It gives you hit rating, not spell penetration.

@Schaka i know dude, i even told it! :D
but.. Classes that you dispel most are priest,druid and paladin(seal of sacrifice). Those classes have additional buff resisting talent
so my hit rating gems are basicly useless in that case right so... its better to gem spell pene? :D(i know that best is obviously full spell dmg, but if i prefer to get socket bonus... :D) if the shadow focus gives me hit rating(which i rly doubt here)... i dont need hit rating for shadow school at all then, and dispels will be resisting anyway no matter of how is my hit rating high....

btw another question: can be passive talents like blackout or mace spec resisted?(stun resist?) --> cuz i didnt see one single resist of it on this server.
-- i would switch meta to 5% stun resist :D

Yes, Blackout and Mace Stun can be resisted.

k, another bug report inc -.-

im still remaking gear and trying to figure out the best possible output whenever i find something new(for example hit is useless :D) so there are 3 gear possibilities now which are with the lowest spell hit possibru(just from s4 wep +19 hit, but idk if sunflare isnt better at this moment --> it will take a little bit of time as well):

1) 12341 HP, 10530 mana, 1164 spell dmg, 48 spell pene, 464 resil - 23.54% --> probably replacing for this(with socket bonus: 1160 spell dmg, 53 spell pene)
2) 12231 HP, 10425 mana, 1147 spell dmg, 68 spell pene, 474 resil - 24.05% --> current
3) 12411 HP, 10425 mana, 1147 spell dmg, 48 spell pene, 487 resil - 24.71%

it's working you dumb fuck, test things before you report them.

Depends on what you are facing. If you are not facing a Ret / Rogue / Balance Druid you don't need any hit at all. (If you take the hit talent ofc, dispel effects are school holy and have default 4% hit).

ofc you need more spell pen vs druids / priests / locks

I have personally resisted your blackouts on several occasions, so it must work.
That being said, I bolded the big fat part where it said "RESISTANCE TALENTS CANNOT BE NEGATED" and you seem to have ignored that. So I'll explain again:

If you have the shadow talent, you do NOT need any hit at all. Some classes have talents that give you a higher chance to miss, but you can negate those (insect swarm, imp fairy fire, rogue/mage talents). So if you spec 5/5 into the shadow talent you are 100% sure to never miss a fear.

However, fear can still be resisted. If you have 70 spell penetration, you do not have to dispel shadow prot on priests or any druid buffs or mage armor/pala auras (not that you can dispel those). You will penetrate those and not get any resist.

If after doing this, you get resists, they are caused by resist talents, which you cannot avoid. To explain this concept to you one last time, let me explain how I gear as disc:

- head enchant for spelldamage/hit
- 2 hit gems to reach 4%
- spell pen wand/cloak enchant and offhand to switch to before fears if I have the time
- sometimes spell pen ring, depending on what gear is generally available/whether I face lots of warlocks

btw spell pene doesnt help at all with warlocks on this server, i had 130 spell pen(wotlk cap),5/5 shadow focus, and still resisted everything -.- and thats not about talents
that offhand is a cool idea but it consumes a lot of hp/mana if u do that with almost full hp/mana which is rly bad as sp

btw shadow focus 5/5 is necessary? its 10% "spell hit rating" im at 6% atm.(and "cap is 4%" so i should be even more fine)

btw i think that this miss/resist mechanics works since WOTLK not tbc
thats why in every wotlk guide and everywhere is stated that u need exactly 120/130 spell pen.. (same as everywhere on TBC is stated that u need 4% spell hit as a caster but nothing about amount of spell pen)
im 100% sure resistance mechanics changed since WOTLK

got 103 spell pen, resisting as always... i didnt register even slight change with or without spell hit/spell pen/shadow focus-.-
2 arenas against PR: 3x resist silence, 4x resist fear (1x double resist, 1x against priest, 1x against rog)
against pala war without shadow resist aura, first fear resist, then i ragequited

btw funny how every PR resists all stuns/fear/silences but shadow priest doesnt resist a single shit
