Change Email notifiying -- thoughts?

So when we introduced the change email function it ushered in a new age of problems with account trading, scamming, recalling, stolen accounts, etc, etc. It's been very problematic but it's a feature we obviously want to keep.
If you've ever recovered your account you'll know the registered email address receives an email from us with the new account password. I'm considering doing this similar thing with changing of account emails. After changing the email, the previous email address is notified of the change with the new email address listed in the email. Unfortunately if the user does not have access to that new email it will still not be possible for them to recover their accounts without being able to login. However, it will provide more records and logs for us to know now when account email changes AND recoveries have been initiated.
Any thoughts on this?
