Roblj2009, we just recently did a Horde-character creation lock. In fact, just a few days ago.

The balance we were trying to achieve in a couple of days of the Horde creation being locked as achieved, so it has been reopened. We will have to perform more of these in the future as the balance will already spread again. However, we cannot always keep these things disabled for too long periods of time as is hurtful to the new population of players.

That's exactly what is says, therefore you can talk about wrath, tbc, prebc and anything else.
