Hi there,
I'm afraid not. The event only affected accounts that had been played for at least 2 hours and were not actively banned. If we allowed new accounts to receive this promotion, we would have floods of new people creating accounts to receive free items. It was to celebrate all the players who helped us reach 10 years.
