Forget what I said. Upon rolling out a site update the Transfer page reopened accidentally which caused several people to donate and send me emails... Because of this error on my end, I will grant the transfers instead of issuing refunds. I decided since there is such a demand to just go ahead and reopen transfers. They're now reopened; you may request one.

No, those are not allowed to be transferred.
