Hey, When will 3.0.X arive?

Mangos has skipped the pre WotLK patch update with the talents in order to hurry and get WotLK done as soon as possible. So there will be no pre-release to Wrath, when mangos is done it will be the whole thing.

It currently is the whole thing, just really really buggy. We will be doing a pre-wrath though to get to a new database. Please read the quest in the mall in-game for details on that.

I know we are doing a pre-release I meant that Mangos won't be. That's what the person I was answering was talking about.
