Nobody can tell you what the "best" spec is, it depends what you want to do. For example, someone may tell you that Enhancement shaman do a lot of damage, but if you're wanting to heal people it's probably not going to be a very good spec at all.

Elemental--Ranged dps (eg-Mage like)
Enhancement--Melee dps (eg- Warrior)
Restoration--Healer (eg- Priest)

Shaman is alot of fun to play because no matter what spec you choose you can still be a ranged dps, healer, and melee.
