thats the quest... ik.. and its implemented at 4.0.3. genius... thats my problem not the npc.
and btw .... the npc is not there i finally found him with a a addon.. hes in netherstorm.. so this is not possible in both ways...

The quest that starts the chain for it is called: Seek Out Ameer.
Given by npc called Protectorate Advisor Rahim in Stormspire (Netherstorm).
The chain consists of about 5 or 6 quests all over the map if i recall corectly.
