Why do i have to accept the license agreement on every single start?

Because you're using Windows and have UAC enabled which doesn't allow your game to write data to your WoW folder remembering that you agreed to the terms of WoW.

You may want to disable UAC.

Thanks, now also the addons folder appeared and i can use those.

Great! It probably wasn't able to create the folder either before.
