This elixir is working but,if you shapeshift ( ghost wolf ) or sometime mount,the buff stays but the visual effect is gone,you get back to the original character.Is this happening only to me or the others are affected also ?

I play several classes, and have never seen the effect of noggenfogger lost due to shapeshift etc. I have seen this from deviate fish, but that always happened (even on retail)

So, I really don't know what to tell you on this matter. (Except, chromatic drake doesn't resize by very much if that's the mount you're using.)

I'll confirm this.

Use elixir, become skeleton.
Ghost wolf.
Debuff wolf form.
Back to character model without skeleton visual, even though skeleton visual buff is still applied.

You weren't specific on the Nogg buff, so I assumed you meant the shrink. Most of the transform buffs 'disappear' if you change into another form. This is why my costume arena events got problematic with druids and shamans. I don't think that's a bug, as I can remember this being on retail as well. And come to think of it, it always ticked me off there as well. However, changing zones/relogging will 'refresh' the effect.
