Flask of petrification

Hi. Ever since i can remember flask of petrification hasnt been working. Yet it looks like its been purposedly disabled as everytime i try to use it it says "This spell is not available to you". May I ask for a reason why?

It is disabled because it was extremely abused at one period of time, even when we used a cooldown. It prevents the player from dying and lasts for an entire minute. People were several abusing them in battlegrounds, even after I added a cooldown. As well as in PvE.
