Is there a way to get Lavaforged Warhammer recipe in game?

Can't find it at the Shattrath blacksmith supposed to sell/teach it.

Is it a Lower city reputation issue? Do I need friendly rep? any other trainer/vendor in Lower city seems fully available as neutral.
