Likely the case.

Also, when a player mistakenly purchases an item and requests a refund, we restore the honor points and it will show up as gains like that.

Lol you think he farmed his own alt for 355 HKs and that gave him 35k honor? He just turned badges in. When you have enough you can get honor cap in a day
