Can't Install please help!!!

Everytime i try to install i keep getting this error message. Ive tried putting it in different locations on the computer, and i have no versions of World of warcraft installed on my computer nor are there any remaining files from previous installs. This is the error message :

Try right-clicking, running as Administrator, possibly even reboot. See if any of that helps.

Neither of these things worked, any more possible fixes?

Where did you get these installers from? Was it our download?
