NPC: http://www.wowhead.com/npc=33523/neltharion - Neutral to both factions, also giving the same quests for them aswell.

1st quest: Raining Blood - requires you to kill the opposite faction leaders.

2nd quest: Operation: Shieldwall - requires you to deffend your faction leaders during an assault.

Rewards: 3x weapon fragments and small amount of either arena rating or arena points( which is kinda useless here ) + some world pvp expirience :)

P.S.: Quests may be available only for a limited period and with a time limit. Also faction leaders need some revamp (adding abilities, extra armor and resistances, bigger healthpool for example).
Also if you ain't familiar with WoW lore, Neltharion is one of the main reasons why there is a war between the two factions, hence that NPC would suit such position.

Your idea sounds really good, but you have to find some other NPC.

Are you saying that they can't add a male human npc with the same name?

he's saying that probably the model of this npc doesn't exist in TBC

Sure they can, but you mentioned that he is neutral and gives a quest to both factions. I just didn't know if you approached his neutrality from the role-playing side or from the simple fact that this npc is neutral ingame. I just wanted to clarify that this npc did not exist until wotlk.

The reward should be access to Crossfaction Battlegrounds rather than the smell of a dead man.

JK, This will probably never happen, but your idea is quite lovely, it has been discussed here before (towards adding more world PvP that a zone like Azshara Crater or Hyjal doesn't fulfill because it's not a zone people need or want, it's a reason to go out in the open world.) There are more important things to clean up before this.
