Players from other server might migrate to this server with exist gears they have. Like wowreach. Thats how they get so many players so fast.

That is also because they're a leveling server and really need players to come join since a lot of the reason people join leveling servers and never leave is because of time commitment they have on a realm they currently play on. I don't see it working quite the same on an instant 70 server.
