How can we get the s4 with arena

Hello everybody!
I m a new player on this server, really good, lot of arena, bg, great.
But, a lot of player have paid for their stuff (full s4), to be aloud to buy some s4 you have to get at least 1950. And, the best team is at 1900 :

So, this is a problem, because, no body can win his s4 , we have to buy it.
I think that it will be a good thing to lower the required rating for some s4 stuff.
(Sorry, for my mistackes, i m not that good in english)

Then donate $5. Hell, a pack of smokes is more than that... damn, I miss my $2.16 pack of Camels...
If you cannot donate, make friends. Sometimes, if you're not an annoying little shit, they'll help out. Or find a rare someone wants. People here sometimes want the weirdest shit. Like Applez and that mask from the BE newbee zone. I still wonder why the HELL you wanted that so bad, by the way.
