New Server Ultimatum. (Redone and Improved)

So, I was looking back and realized I had kind of messed up the other finish that I just posted. It's way too complicated. Here, I will just post multiple ideas with just bullets explaining pros/cons/suggestions.
-New PvP Area:
- Eastern Plaguelands or Searing Gorge. (Perhaps both for different quests/Spread out PvP)
- Quests are given within cities.
- NPC's in PvP areas that are needed for quests. Item collection or Slay certain # of NPC's.
- Perhaps certain number of HK's needed for a daily. (To be done alone, not by HK farming)
- ^High BoJ/Honor Reward for completion
- No more killing base guards for the quests. This way bases don't get camped.
- Base guards 1 shot enemies. (REMOVE TYRAEL'S HILT FROM GAME)
- Possibly 4 respawn points, 2 for Horde/2 for Ally. More spread out PvP/Less camping
- Respawn at point that was closest to your corpse.
- Have optional respawn points, not automatic. You can respawn at your corpse if you wanted.
- Possibility: Make PvP areas available at certain times, or have 2 and cycle through each for
more balanced questing.
- Disable premade groups. Or add premade limit maybe. 3 people on each team premade per BG.
-Pros: (I believe this will help prevent ganking, and make things more based on PvP rather than
farming HK's all day. Better questing/structure for quests.
-Cons: (Your text here)
-Alliance/Horde Malls
-Malls located in main Horde and Alliance cities.
-Gear vendors in specific area, guarded by elites to prevent ganking new players.
-Que at the normal BG masters/Make certain BG's available at certain times
-BG's give you only honor unless moderately difficult quest completed. (IE: 6 marks from each BG)
-Quests in PvP area give you BoJ but are somewhat more difficult. (3-4 weeks of dedication for T6)
-Make S4 Vendor sell items with honor/BoJ. Make it take somewhere around 1-2 weeks of dedication
to acquire, so not everybody runs around with S4.
-Make people start with Rare/Epic PvE items, and earn S1 on up. S1 is easy to get, S2 not too
difficult, S3 a little harder, S4 BoJ/Honor points, hardest.
-Maybe make people earn Sunwell Plateau gear through PvP area questing/PvE/Honor/BoJ. It isn't
right to limit the SWP gear to those who donate. Many of us may not have a credit/bank card for
Paypal.
-Pros: I believe this would stop much of the lag going on with the combined Horde/Alliance mall.
I also think that people earning items would change the damage range, giving a greater sense of
accomplishment for earning items and having damage to show for it. If everybody has S2, your
damage won't vary much. If you go in a BG with S4 and someone has starter PvE epics/rares, your
questing/grinding will be well worth it to pwn people.
-PvE Quests/Raids
-Keep it available to grind certain raids for BoJ.
-With gear progression (the rare/epic starter gear mentioned above) people would have to
progress through all raids/instances to earn their items.
-Make the Warglaives of Azzinoth questable/droppable/buyable. Add them somehow, it's the most
famous item that TBC has and I have not seen them once. What a shame.
-Have quests for certain epics/Boss Kills for extra BoJ
-If T6 is going to be available in a vendor, don't make it droppable at all. Unless you find a way to still
make people grind for it/do that raid once or twice a day or something.
-Smaller changes
-Remove enchants vendor, but have a regents vendor. Make people level professions so they have a
unique ability, this would add more of an economy too. Non-vacant auctions would come about.
-Give people starter gear, and make them grind for gold to get basic raiding gear. (See Feenix Insta
60 Server for a more in depth explanation.) Feenix does the same exact thing and they have an
amazing player base/economy/structure. Not saying you can turn a 70 server into a level 60
but you certainly can find a way to add more structure to the game. This would make the game so
much more enjoyable, rather than grinding S3 on all my characters then hoping to get lucky in arena
to get S4.
What I forsee these changes doing for the server, if all done and/or branched off the ideas: I see a whole new structure to the game. A whole new challenge, and a whole new level of fun. I mean, who wants to be level 70 and took their time earning ALL that PvP gear just to see a small damage change or just to sit there and get GY camped. Also, gear would have more variety amongst the players. You wouldn't inspect every player and see them all having full S4 or S3. You would see a mix of S1/S2/S3/S4/T6/SWP gear. No more limiting items to donors. If you want to limit items to a donor, make them pay like $50 for the Warglaives. And fix rogues so they wouldn't 2 shot everybody with Warglaives either. Make them donate for something else, like Titles, or possibly make people vote for SWP gear/titles. Idk, like I've said before these are all just ideas. Let me know what you think if them. This is personally how I would set up my own server if I were to run one, and of course I would have other moderators/GM's/Constructed criticism from a player base helping me make the changes required.
