were can i learn enginearing ? must i train it or is it instant 375 ? help me

You can learn Engineering on the Isle of Quel'Danas. Once you reach exalted status with the Shattrath Sun Offensive you'll get access to the vendors that sell the recipes and materials for Engineering and Alchemy.
How to obtain the reputation with them?
You can obtain the reputation by doing the daily's on the Isle of Quel'Danas or by doing Magister's Terrace.
