I think there should be a small vote panel, for each server (WOTLK and TBC), when you enter the forum.
Like here http://eternal-wow.com/ (sorry about the advert). It's annoying, I know but i think it works.
My second suggestion is, lower the awards for voting, and if you vote for the TBC server, you will get the reward in the WOTLK server. I hope you understand what i just said :D. I think it's needed because the TBC server has much more players than WOTLK, and if they all vote for the WOTLK server, it will get more active players.
