You should add things to the game as soon as they are finished, or really increase the speed of server update waves.
Add in game target dummy's. This is a feature that would be absolutely amazing.
Completely remove event timing, people are going to do what they want, when they want. The server has no say in what they should and shouldn't do or when they should do it. Limiting what a player can do is only going to limit the server in a whole.
Use faction cities, there in the game for a reason. The will induce city raids which is an amazing part of PvP. Something like Stormwind and Orgrimmar.
Players should start at the city, this can easily be done, no reason it shouldn't.
Use in game raids instead of creating new ones, the raids in the game are already good, they just need some fixes.
Separate the PvE and PvP vendors. Completely separate malls.
Cleaner vendors with relevant items. I would almost say, create all new vendors.
Place items in alphabetical order.
Clean up the gems vendor, removing unneeded ones, and adding needed ones.
Change the Inn keeper items to a General Goods vendor.
A world channel for global chat, can be done quite easily.
Let some of the GM's (or people who should be GM's) do this work, I know from personally speaking to people, they would be more than happy doing this work (where they GM). So saying you can't do it because you are busy (Henhouse), would be an excuse to just not do it.
You can create a server that allows low privileged GM's, to preform higher privilege operations. So you could create a dev server and not have to give these helping people full GM on the live server.
