I think heavy limits should be put on it, considering we're already making a huge change, let's not butcher it anymore than this, if it is added.

This will just be a mess if its implemented with no standing ground. I don't like this idea at all, but if the community wants it I could and have to roll with it. I would certainly collect a shirt myself if this was obtainable but that doesn't state that I like it. I think this shirts should be hard to get, as in 50 fragments or more so that we can keep this limited at any cost. This as a vote reward is just time consuming, it takes no work at all because everyone is just open vote links and feed on vote points.
I think there should absolutely be no swords crossed between Alliance and Horde models as I stated in my previous post here. I don't want to see an Undead Druid and so on.
TLDR; Vote for Race Change or use Model Edit instead, I don't see why everyone else should see you as an other race. It's to custom for my taste personally and if you rolled a Paladin, 2bad.
There's no more trusted observer than someone who suspects you.

50 Weapon Fragments are about time aswell, as you can get them like 50k honor, there is a limited number of fragments per day. ( however I aggree and support the idea with weapon fragments to avoid a huge mass of population voting and getting easy these shirts )
Why should everyone see you as other race ? Model Edit it is like , making your own server, and creating a char there with 100 k hks and admire it etc. . , since I dont want anybody to see me as a dwarf, I could play as a dwarf if everyone arround see's me as a human, but not like that. My reflection may not be brilliant, but it is clear.
I remember when nearing towards end of farming the Netherwing rep (I think its during this quest http://www.wowhead.com/quest=11013), and having to "infiltrate" the Netherwing Ledge in Shadowmoon Valley, as you get close enough to the ledge you transform into a fel orc and it looks okay considering the animation and so forth.
Maybe this will help the devs coding wise, if there's something to use?

I believe this is the one used for Fel Orc illusion already. Nice find though!
Although, if you go on this area after finishing the quests, with any flying mount, you'll be morphed into this.
