Idea itself sounds pretty cool but given, thats its usually people who cant even farm to s3 complain about the gear difference, I doubt it will help much. Besides, the biggest difference is the SWP gear either way.

Maybe something can be done about this, by making it buyable from start but needing certain amount of playtime/new super hardcore farmer coins to keep it.

As for the cons:
1. hurr durr, bags
2. hurr durr, complainers
3. This sounds indeed like a possible problem and its hard to predict, if "closer contact" with the gear will either motivate players to say, "screw farming, here are my 5$" or rather "hurr durr, farm farm farm"

Remember that these 2 problems are diffrent things and could be adressed separately(or not at all):
1. Bringing more people to play arena.
2. Making s4 somewhat easier to get.

Maybe for winning a rated arena match you would get some sort of mark/badge(item), after getting X marks you could rent s4 for a week.
Winning could also give 3 marks and loosing only 1 for example.

Now the cons are:
1. Midway through a BG and ur gear could disappear

How about this: For the time being, every s3 part player has(no matter if equipped, in backpack or bank) is converted to s4(keeping the gems and enchants), after the time runs out they convert back.
Maybe except the rings, since it might be problematic, if someone has a vindicator and guardian ring of the same type at the same time equipped (since they are unique).

How about reducing rating requirement just for uderrepresented/underpowered(in 2v2) classes/specs like for example ret pallies, elemental shamans or destro locks?

Ret paladins, are probably the most gimped spec in TBC, bar none. There's a reason they stay out of arena. You can kite them so damned easy. Force their blessing of freedom >> Dispel/spellsteal blessing of freedom>> continue kiting.
As for elemental shamans, I blame that on LoSing around pillars and the simple fact that one well timed counterspell completely shuts you down for nearly ten seconds. Can't even fart out totems...
