Well, FIRST: SORRY FOR MY BAD ENGLISH, then i do my best to make this server better because i think he is good, i vote.
But seriously, the pvp is about honor, proud etc... get s4 gear without arena its too much.
But yhea, they help the serv with donation.
Just force them to have this title then "Hero of Smolderforge by donation" or "Bought s4 gear for help smolderforge" or "Im a donator to have better gear and help smolderforge" i don't know :d

Here some suggestions:
-Its a good a server anyway but u should do something to allow 2v2 with team composed of ally and horde (allo to compose a team with an ally and a horde) same for 3v3 and 5v5 if they work...).
-Maybe try to shake BG teams with ally and horde all shaked (more bg, more balance etc...) same for arenas, (sry for my bad english)
-Do something for duels, to refresh couldown and not only have full hp and mp would be good
-Do something for arenas point, its too slow maybe double or get 2 or 3 per week, the gap with s4 gear bought wont be close...
-reduce time of warsong gulch BG, its the worst for real... totaly unbalanced etc etc all know that

Yhea they should be forced, because without them the server couldnt be better right? Its not a shame to help the serv right? then... they should undertake this :p just make the distinguish between s4 geared dserved and not. or just change the color, i dont'know :p

Would never fly. Mixing racials is customizing game mechanics, something the administration have been clear they would never do.

Cross-faction bg's is something that's been suggested numerous times before, and turned down. Won't happen.

I'd like to see that as well. But you can just run to Liron and reset your cd's manually.

Won't happen.

As for your title suggestion, I'm fairly sure that's not possible. You can't implement new titles into the system afaik.
