I think he basically means setting up a zone under the 'sanctuary' flag like the shatt (and onwards) major cities to avoid the general scumbag ganking *cough* passionfags *cough* other fuckhead HK farming eurotrash mooks *cough* much like AT tbc has done.

My rogue has them not but the pattern I can do all others if you obtain the sunmotes.
