I agree with Neo and Mirok. Considering he is actually a good guy and an active player he deserves a second chance. Btw there have been and still are persons far worse than him who never got punished.

I suggest you either make a limit how many times a player can remake a team in one week,month,season or find a good currency that could be used for buying arena charters. As far as I know friendlist doesn't work for dodging anymore but I might be wrong. Still it's way to easy to dodge other high rated teams.
