You probably played on another server where the reputation is required to wear the tabard. Clear your cache folder inside the WoW folder in order to fix this. Everyone was able to buy all tabard with no reputation (+ wearing). But since few months you can buy it, but not wear it. So if you are 'Honored' but still can't use it, contact a GM.
